COVID-related restrictions on inbound travels to Belarus

Due to the spread of COVID-19 infection, in accordance with the decision of the Council of Ministers of the Republic of Belarus dated 30.10.2020 N 624, starting from November 1, 2020 the Republic of Belarus temporarily suspends entry of foreign citizens and stateless persons at border crossing points on land, including border crossing points with simplified procedure, border crossing points at railway stations (stations), border crossing points in river ports.

Entry through the National Airport Minsk is not restricted.

This restriction does not apply to:

1. Foreign diplomatic and consular staff based in Belarus and/or accredited to Belarus from elsewhere, staff of international organizations and their representative offices in Belarus, as well as their family members;

2. Heads and members of official delegations;

3. Persons providing international non-reimbursable assistance to the Republic of Belarus;

4. Drivers of motor vehicles intended for international transport and international postal deliveries;

5. Members of aircraft crews, inland water-borne transport, train crews, international railway locomotive crews;

6. Foreigners who are spouses, parents or children to the citizens of the Republic of Belarus;

7. Holders of a Belarus permanent or temporary residence permit;

8. Holders of a Belarus employment permit or other proof of employment;

9. Holders of notice indicating a grave disease or death of a close family member;

10. Persons transporting stem cells and transplants;

11. Citizens of the Russian Federation who transit through the territory of Belarus to the Russian Federation;

12. Foreign citizens who transit through the territory of Belarus in accordance with the bilateral Agreement between Belarus and Ukraine from 20 January 2009 on the simplified passage of the section of the Slavutich — Chernobyl NPP highway through the territory of Belarus by workers, vehicles and cargos of the Chernobyl NPP and enterprises operating in the exclusion zone, as well as foreign specialists involved in the implementation of international projects to close the Chernobyl NPP.

Self-isolation rules:

Citizens of Belarus, foreign citizens (who are spouses, parents or children to the citizens of the Republic of Belarus) and holders of a Belarusian residence permit who arrived from the Listed Countries shall be self-isolated for the period of 10 days. Their outbound crossing of the State border is possible not earlier that 10 days after their entry.

The obligation of self-isolation is not applied to the following persons:

1. employees of diplomatic missions and consular posts of the Republic of Belarus in foreign states who hold diplomatic and service passports, as well as members of their families;

2. employees of the State Courier Service of the Republic of Belarus, delivering official correspondence and diplomatic mail on interstate courier routes;

3. employees of the Republican Unitary Enterprise “Special Communications” delivering relevant correspondence;

4. drivers of vehicles involved in international cargo transportation, as well as the transportation of international postal items;

5. crew members of aircraft, inland waterway transport vessels, train crews, locomotive crews in international railway traffic;

6. individuals who arrived in the Republic of Belarus after being on a business trip.
