 Information on changes of the rules of entry

 to the Republic of Belarus and exit from the Republic of Belarus

 due to the spread of COVID-19 infection

In accordance with the decision of the Government of the Republic of Belarus starting from December 21, 2020, the procedure of entry to the Republic of Belarus and exit from the Republic of Belarus is changed (until December 21, 2020, the previous procedure for entry and self-isolation is in force).

Entry rules:

The crossing of the State Border of the Republic of Belarus to enter the Republic of Belarus at  border crossing points on road, border crossing points with simplified procedure,  border crossing points at railway stations,  border crossing points at river ports by foreign citizens and stateless persons (foreigners) is temporarily suspended.

The restriction does not apply to persons entering through the Minsk National Airport, nor to:

foreign citizens – holders of diplomatic and service passports;

heads and members of official delegations;

foreigners rendering international technical, foreign  non-reimbursable and other assistance to the Republic of Belarus;

drivers of motor vehicles intended for international transport and international postal deliveries;;

members of aircraft crews, inland waterway transport vessels, train crews, international railway locomotive crews;;

foreigners who are spouses, parents or children of foreigners who have a permanent residence permit in the Republic of Belarus, or of the citizens of the Republic of Belarus;

foreigners who have permanent or temporary residence permit in the Republic of Belarus;

foreigners who have documents confirming the right to work on the territory of the Republic of Belarus;

foreigners traveling to the Republic of Belarus upon notification of a serious illness or death of a close relative, spouse, as well as persons accompanying them;

foreigners transporting stem cells, organs for transplantation;

citizens of the Russian Federation traveling in transit through the territory of the Republic of Belarus to the Russian Federation;

foreigners traveling in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on a simplified procedure for the passage of the Slavutich — Chernobyl NPP highway section, which passes through the territory of the Republic of Belarus, workers, vehicles and cargos of the Chernobyl NPP and enterprises, who carry out activities in the exclusion zone, as well as foreign experts involved in the implementation of international projects for closure of the Chernobyl nuclear power plant, dated January 20, 2009;

foreigners arriving in the Republic of Belarus at the invitation of legal entities registered in the territory of the Republic of Belarus;

foreigners arriving in the Republic of Belarus to receive medical care — upon presentation of documents (copies of documents) of the healthcare organization of the Republic of Belarus (invitation, agreement on the provision of medical care, etc.) confirming the purpose of this trip, as well as persons accompanying them;

foreigners arriving in the Republic of Belarus under the concluded agreements for the provision of tourist services for a hunting tour.

In exceptional cases with extraordinary circumstances, as well as to ensure the national interests of the Republic of Belarus, by decision of the Chairman of the State Border Committee or an official authorized by him, the State border of the Republic of Belarus may be crossed by foreigners entering for other purposes.

Self-isolation requirement:

Citizens of the Republic of Belarus and foreigners who arrived in the Republic of Belarus from countries included in the list of countries in which cases of COVID-19 infection are registered, are required to stay in self-isolation for 10 calendar days from the date of arrival in the Republic of Belarus and are not subject to subsequent exit through the State border of the Republic of Belarus before the expiration of the period of self-isolation.

Requirement to hold a certificate of absence of COVID-19:

Foreigners from the age of six, with the exception of those who have a permit for permanent or temporary residence in the territory of the Republic of Belarus, upon arrival in the Republic of Belarus should have an original or a copy of a medical document (on paper or in electronic form), confirming a negative laboratory test result for COVID-19 infection.

The test should be carried out no later than three days prior to the date of crossing the State border of the Republic of Belarus (including the date of entry) by the polymerase chain reaction method. The medical document should indicate the last name, first name, patronymic (if any) of the person, the date of test and its result (in Belarusian, or Russian, or English).

The absence of a medical document is the grounds for denial of foreigners entry to the Republic of Belarus.

The negative PCR test does not exempt arriving persons from the obligation to stay in 10-day self-isolation.

Self-isolation and test certificate requirements do not apply to:

Holders of diplomatic and service passports;

heads and members of official delegations; 

foreigners providing international technical, foreign non-reimbursable and other assistance to the Republic of Belarus;

foreigners arriving in the Republic of Belarus upon the invitation of legal entities registered in the territory of the Republic of Belarus;

drivers of motor vehicles intended for international transport and international postal deliveries;;

employees of the State Courier Service of the Republic of Belarus, delivering official correspondence and diplomatic mail on interstate courier routes;

employees of the republican unitary enterprise “Special Communications”, carrying out the delivery of special items on interstate routes of special communications;

crew members of aircraft, inland waterway transport vessels, train crews, locomotive crews of international railway traffic;

citizens of the Republic of Belarus, foreigners who have a permit for permanent or temporary residence in the Republic of Belarus, arriving in the Republic of Belarus after being on a business trip;

persons traveling to the Republic of Belarus upon notification of a serious illness or death of a close relative, spouse, as well as persons accompanying them;

persons transporting stem cells, organs for transplantation;

citizens of the Russian Federation traveling in transit through the territory of the Republic of Belarus to the Russian Federation;

foreigners traveling in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on a simplified procedure for the passage of the section of the Slavutich-Chernobyl NPP highway, which passes through the territory of the Republic of Belarus, workers, vehicles and cargo of the Chernobyl NPP and enterprises, who carry out activities in the exclusion zone, as well as foreign experts involved in the implementation of international projects for the closure of the Chernobyl nuclear power plant, dated January 20, 2009;

foreigners traveling in transit through the territory of the Republic of Belarus and possessing documents confirming departure from the Republic of Belarus within 24 hours. Persons who have exceeded the 24-hour transit period are allowed to cross the State border of the Republic of Belarus only with a medical document;

foreigners arriving in the Republic of Belarus under the concluded agreements for the provision of tourist services for a hunting tour.

Starting from December 21, 2020, the crossing of the State Border of the Republic of Belarus to exit from the Republic of Belarus by citizens of the Republic of Belarus, as well as by foreigners who have a permit for permanent or temporary residence in the Republic of Belarus, at  border crossing points on road, border crossing points with simplified procedure,  border crossing points at railway stations,  border crossing points at river ports by foreign citizens and stateless persons (foreigners) is temporarily suspended.

Exit restrictions do not apply to persons traveling through Minsk National Airport, as well as to:

holders of diplomatic and service passports;

heads and members of official delegations;

drivers of motor vehicles intended for international transport and international postal deliveries;;

employees of the State Courier Service of the Republic of Belarus, carrying out the delivery of official correspondence and diplomatic mail on interstate courier routes;

employees of the republican unitary enterprise “Special Communications”, carrying out the delivery of special items on interstate routes of special communications;

crew members of aircraft, inland waterway transport vessels, train crews, locomotive crews of international railway traffic;

citizens of the Republic of Belarus, as well as foreigners who have a permit for permanent or temporary residence in the territory of the Republic of Belarus, going on a business trip;

persons departing from the Republic of Belarus upon notification of a serious illness or death of a close relative, spouse (wife), as well as persons accompanying them;

persons transporting stem cells, organs for transplantation;

citizens of the Republic of Belarus who have a residence permit or other valid document confirming the right to permanent residence in a foreign state — to leave no more than once within six months from the Republic of Belarus to the place of permanent residence;

persons leaving the Republic of Belarus to receive medical care — upon presentation of documents (copies of documents) from the receiving medical organization or from the Ministry of Health of the Republic of Belarus, confirming the purpose of this trip, as well as persons accompanying them;

persons who leave the Republic of Belarus no more than once within six months to work in the territory of a foreign state — upon presentation of documents confirming the fact of employment (labor agreement (contract) with a foreign employer or its copy, permission to work issued by an authorized organization of the receiving party, as well as a permit to enter a foreign state for the specified purposes);

persons who leave the Republic of Belarus no more than once within six months to receive education in foreign educational institutions — upon presentation of documents (copies of documents) confirming their education in a foreign educational institution, or documents (copies of documents) of an educational institution of the Republic of Belarus about sending the students to study in a foreign educational organization, as well as permits to enter a foreign state for the specified purposes.

In addition to the above, in exceptional cases related to extraordinary circumstances, as well as to ensure the national interests of the Republic of Belarus, by the decision of the Chairman of the State Border Committee or an official authorized by him, crossing the State border of the Republic of Belarus to exit the Republic of Belarus may be allowed. The requirement of self-isolation for such persons remains in force, such permission can be given after 10 calendar days from the end of the self-isolation period.

Transit through the territory of the Republic of Belarus

Foreign citizens who have documentary proof of transit through the territory of Belarus may travel in transit within 24 hours. In case of exceeding the specified transit time, border crossing is possible only upon presentation of a medical document.
